A question about broadband download usage and how it gets used up??? Please help ?

SO I was wanting to know about broadband and download usage. At my mums we have broadband and we were getting 12GB a month but for this month we have gone down to 5GB of downloads and what I was wondering is on broadband what does it mean by you have 5GB of downloads cause at my dads he has the 3 Mobile Portable Wireless internet and he only has 2GB a month and it goes pretty fast because even when your not downloading stuff just looking at stuff on the internet it uses up Megabytes and when you actually download stuff on his internet connection it uses way more MB then wat the actual downloads size is and I was wondering if this would be happening on my mums broadband connection or is it different and I only actually use MB when I actually download stuff like movies and videos and songs and stuff???
Oh and is there any way of checking how much I've used im with primus broadband internet???
