How much would it cost to build a homemade telescope with some kind of adaptive optics or image stablization system? Also could it be programmed to switch on at night and aim at certain objects and take pictures with a CCD camera.

There are off-the-shelf adaptive optics systems which shift the optical path to compensate for the turbulence-induced movement of a target star in the field of view. A full-blown AO scope with deformable optical surfaces would be a formidable undertaking in terms of both hardware and software, and a larger scope would probably be a cheaper way to increase resolution.
