So if Virginia Tech is being held responsible for actions that led to the mass shootings in April what is?

being done to help this?
Besides creating a new way of communicating by sending text messages in the event something happens?
How will that help if you are in class and are supposed to have your cell phone off?
Why isn't this University being made to do more to make the school safer and aware?

Yes this could and has happened at other places. There is no security at VT. Even high schools have tags now that have to be scanned beffore entering the building.
Why cant this school make an effort to be safe, or are they just being greedy with all that football money they get?
There are no cameras in buildings, and they don't have enough cops to patrol??? Then maybe they should hire some.
And redirect that BIG BUDGET.

I completely agree with you. They should take all of the money that they use in sports and use it to build a safer security system with cameras and more communication options. They should also get to know the students more and make sure that an unstable person gets the medical attention that he/she needs.
