Services Credit Card Scam? These calls "from Credit Card Services" offerring lower my rate.?
I suppose I'm answering my own question but I'd like some validation and assurance:
I get these calls saying they can help me lower my credit card rate to 6% because I'm paying on time, etc. (Recoded message, and "hit 1 to talk to specialist.")
- they balk when I say I'd like something in the mail (since they "know who I am" -- they should have my address, right?)
-- they don't seem to understand (or claim not to) that I'm uncomfortable that THEY called ME. (Never give any additional info to someone that called you. Ask for their number, check them out, and call them back.)
-- They named 3 big credit-card issuers who presumably contract "credit card services" .. and yes, one of with whom I might have a card... but they don't really have ALL the information (about me) either, it seems.
Fishy, huh? I'm glad I gave them zilch additional info.
But - is there a credit card interst rate-break "program" going on?

No, there is not a "program" in which the credit card companies are required to participate. Some companies may voluntarily chose to lower your interest rate. However, they are under no obligation to agree. You are more likely to obtain a rate reduction if you call the company directly than if you agree to use the company that called you.
